while yes, winrar can be used to make .zip files, it is still true that rar and zip file formats (regardless of the program used to make them) use different methods of compression and thus have different compression ratios with rar format generally resulting in smaller files.
however, as the difference between the 2 files in question is ~200mb (especially when its 100% difference), it is definately not due to what compression format was used. mabee if the files were 10gb and 10.2gb, then it could be due to file format.
