What makes a good vehicle combat game?

I am looking at trying to write rules for a vehicle combat game. It is basically victorian era steam tanks. sort of. I am mostly doing it cause I was going to build a model anyways, and I figured I'd make a couple more and have something to do with them.

I don't really need to write rules, I could probably adapt some other rules, but I am looking for something that would be fun with 2 or 3 tanks on each side.

If people have any suggestions about examples I should look at, or games I might be able to adapt, that would be sweet. Also if people have specific elements that work well, that they want to throw out, that would be cool.

for what Gorka Morka lacked in some rules, the rules for vechiles were pretty good and fun. i'd suggest looking them up.

I imagine steam tanks would be fairly lumbering and would not require a lot of rules to represent acceleration and turning, though maybe some lighter classes would be more mobile.
In any case, I guess my suggestion would be Car Wars. There are comprehensive rules for just about anything a vehicle might want to do, and lots of design rules. Rather than needing to write a lot of new material, you would have to decide which options to remove.

I recently started using the Ash Wastes rules for Necromunda - with a Rhino and Stormtalon that the gangers have supposedly found along the way; spent a ton on well-painted models that don't show any space marines. Anyway, I love all the charts for critical hits!
